машинных технологий производства сельскохозяйственной продукции с использовани-
ем высокопродуктивных сортов и гибридов сельскохозяйственных культур, пород, ли-
ний и кроссов сельскохозяйственных животных и птицы, устойчивых к воздействию
экстремальных факторов внешней среды и болезням;
• разработка и освоение технологий и технических средств, обеспечивающих
условия содержания животных, максимально приближенные к естественным условиям
обитания;

• разработка и освоение методов и способов повышения питательной ценности
кормов и обеспечения сбалансированности рационов сельскохозяйственных животных
и птицы, как факторов, способствующих улучшению экологической ситуации ведения
животноводства;
• разработка и освоение безотходных технологий производства продукции
животноводства;
• совершенствование систем сбора, хранения и использования навоза и птичь-
его помета, а также разработка нормативов для расчета количества экскрементов, вы-
деляемых животными и птицами различных видов, пород и половозрастных групп
применительно к рационам кормления.
3. Признать целесообразным дальнейшее расширение и укрепление междуна-
родного сотрудничества в сфере экологической безопасности сельскохозяйственного
производства, а также разработки и реализации программ, связанных с выполнением
Стратегии машинно-технологического обеспечения сельскохозяйственного производ-
ства России на период до 2010 года.
4. Участники IV Международной научно-практической конференции «Экология
и сельскохозяйственная техника» отмечают высокий уровень организации и проведе-
ния конференции, считают целесообразным провести 5-ю Международную конферен-
цию в марте-апреле 2007 года в Санкт-Петербурге на базе СЗНИИМЭСХ, посвящен-
ную 100-летию образования Бюро по земледельческой механике Ученого Комитета
Министерства имущественных отношений Двора Его Императорского Величества –
прообраза первого в России научного учреждения сельскохозяйственного профиля.
5. Рекомендовать СЗНИИМЭСХ организовать на сайте института постоянную
WEB-страницу для проведения электронных конференций по вопросам экологичности
сельскохозяйственного производства.
6. Просить организационный комитет конференции опубликовать доклады и со-
общения, поступившие в письменном виде до начала работы конференции и сделанные
на конференции в процессе ее работы.

“ECOLOGY AND AGRICULTURAL MACHINERY”

TAKING NOTE that the period from the 3rd Scientific and Practical conference
“Ecology and Agricultural Machinery” (5-6 June 2002, St-Petersburg, SZNIIMESH) featured
the ratification of Kyoto Protocol by the Russian Federation, and thus the Protocol coming
into force,

ACKNOWLEDGING that together with the United Nations Framework Convention
on Climate Change this document has brought the world community closer to the implemen-
tation of environment enhancement measures,

AND NOTING that in the same period the scientists and specialists of research insti-
tutions of the Russian Academy of Agricultural Sciences elaborated and approved for realiza-
tion “Strategy of Machine and Engineering Support of Agricultural Production in Russia by
the year 2010”, which defined the research priorities in agricultural engineering to be reached
through fulfilling a number of interrelated tasks, of which of utmost importance is energy ef-
ficiency improvement on the basis of energy saving technologies and optimization of energy
generating facilities structure along with the growth of power availability per man, rural popu-
lation included, reduction of environmental loads and implementation of the concept of sus-
tainable rural development,

RECOGNIZING the deepening of cooperation between the Russian agricultural aca-
demic and educational institutions and the researchers from CIS and Baltic States, Poland,
Finland, China, USA and other countries, international non-governmental organizations in the
sphere of environmentally safe high-end technologies, machinery and equipment for farming

AND FURTHER RECOGNIZING the presence of more than 100 researchers and
specialists from 15 countries of Europe, Asia and North America attending this conference

IDENTIFYING from papers, discussions and conclusions that recent research was fo-
cused on development and implementation of
- the concept of ecological situation in Russian agriculture
- intensive power-conservation machine-based techniques of basic agri-products
production with due account for the newest selection and genetic achievements of Russian
and foreign science, and production and economic specific features of local agricultural
producers;
- powerful agricultural tractor/implement systems and new-generation machines,
which combine a number of working steps at a single run maintaining their high quality and
providing the fuel and power economy;
- optimal combination of fossil fuels and renewable energy sources;
- methods of utilization of manure-bearing waste water and hazardous emissions
from animal houses;
- methods and devices for farm machinery diagnostics,
- and others.

CONFIRMING the importance and ever-increasing urgency of environmental issues
in agricultural production, the human and environment protection from the negative farming
effect

THE CONFERENCE PARTICIPANTS RESOLVED:

1. To endorse the research trends presented in the papers and communications at the
conference. To recommend to apply the findings for further expanding and deepening the re-
search on farming ecologization
2. To encourage the conference participants to focus the joint efforts on the following
key research directions aimed at further raising of ecological properties of farming, realization
of the provisions of United Nations Framework Convention on Climate Change, Kyoto Proto-
col, and the Strategy of the Russian Academy of Agricultural Sciences:
- environment monitoring in agricultural production and elaboration of emissions
norms from plant and livestock farming
- ways and methods to reduce energy intensity of farming, wider application of en-
vironmentally safe alternative energy sources
- designing and application of landscape-based crop growing techniques and precise
agriculture practices, which provide high farming area yields, resource and energy conserva-
tion and safe application of mineral fertilizers and plant protection agents;
- designing and application of efficient resource-saving and low-cost machine-
based farming techniques, which make use of high-yield varieties and hybrids of crops, and
breeds, lines and crosses of farm animals and poultry, which are resistant to diseases and ex-
treme environmental factors
- designing and application of techniques, machinery and equipment for livestock
keeping close to the natural habitat conditions
- designing and application of methods and ways to raise the nutritive value of feeds
and to maintain the balances diets for farm animals poultry as the factor for improving eco-
logical situation in livestock farming
- designing and application of waste-free techniques of livestock farming
- improvement of techniques for animal and poultry manure handling and establish-
ing the calculation norms for excrements output for various farm animals and poultry of dif-
ferent breeds, sex and age groups depending upon various diets.
3. To welcome the further expansion and strengthening of international cooperation
in the area of environmental safety of farming, development and application of relevant joint
projects.
4. To recognize the high level of conference organization and to endorse the need for

the 5 International Scientific and Practical conference “Ecology and Agricultural Machin-
ery” to be held in May 2007 in St-Petersburg on the premises of North-West Research Insti-
tute of Agricultural Engineering and Electrification dedicated to the 100th anniversary of the
foundation of Bureau on Agricultural Mechanics – the first in Russia agricultural research in-
stitution.
5. To request the North-West Research Institute of Agricultural Engineering and
Electrification to develop on the institute web-site the permanent page for on-line conferences
on environmental issues in farming.
6. To request the conference Organizing Committee to publish the papers and com-
munications submitted prior to and during the conference in the Conference Proceedings.
